The accused, identified as Riyaz Ahmad Rather, a resident of district Kupwara, stands accused of conspiring with fellow members and receiving arms and ammunition from across the Line of Control (LOC) under the guidance of terrorist handlers based in Pakistan-occupied Kashmir (PoK).
