The Eastern Naga People’s Organization (ENPO) led a campaign urging citizens to abstain from voting and led a complete shutdown in the region, advocating for autonomous territory.

The indefinite shutdown call was given by the Eastern Nagaland People's Organisation (ENPO).

The organisations on the other hand, have pledged protection to individuals, including elected members and government servants, who voluntarily abstain from voting in adherence to the ENPO Resolution.
