"This fall, we intend to change the number of hours students may work off campus per week to 24 hours," he said as the Canadian government clamps down on a surge in international student enrolments across the country.

Kandula, 23, was struck by a police vehicle driven by Officer Dave when she was crossing a street in Seattle on January 23. He was driving 74 mph (more than 119 kmph) on the way to a report of a drug overdose call. Kandula was thrown 100 feet when she was struck by the speeding police patrol vehicle.
