The Congress has said that every caste and community, particularly the minorities, will get representation in all the institutions including the private sector, based on the proportion of its population, not any merit. Rahul Gandhi never mentions merit in his speeches. He only mentions caste.

"The problem they (BJP) have is that you can only divert attention for a limited period and that time has come when OBC is asking what is happening. Ram Mandir was constructed and we did not see one of our (Dalits and tribals) person, Parliament building was inaugurated but we did not see our person," Gandhi said. 

“We don’t know what is in the report. The government has received the report, it will be placed before the Cabinet, and will be discussed and decided there,” Siddaramaiah told reporters after receiving it.

Union Education Minister Dharmendra Pradhan clarified that not a single post will be de-reserved and there is no scope of ambiguity about reservations after the introduction of the Central Educational Institutions (Reservation in Teachers' Cadre) Act, 2019.

Conducting a caste census was one of the promises made by the Congress in the past. The minority declaration, passed by the Congress in November last year before the Telangana Assembly elections, promised to conduct a caste census within six months of the party coming to power.

Revanth Reddy, who held a meeting on issues concerning minorities, backward classes and tribal welfare departments, directed officials to take steps for carrying out the caste census, an official release said.
